The recent directive issued by the Registrar General and Census Commissioner for Population Census 2027 has added urgency to the process of expanding the boundaries of the Mohali Municipal Corporation.
In a letter sent to the Chief Secretaries of all States and Union Territories, the Registrar General and the Census Commissioner of India, Mrityunjay Kumar Narayan stated that “all administrative boundary changes must be completed by December 31, 2025.” After this date, “no changes in the boundaries of districts, districts, sub-divisions, revenue villages or municipal corporations will be permitted,” as the boundaries for the census process will be frozen.
In view of this directive, the process of expanding the boundaries of the Mohali Municipal Corporation (MC) has accelerated. The Punjab government had already issued a preliminary notification regarding the expansion, and November 6 was the last date for residents to submit objections.
The Principal Secretary of the Local Government Department will now hear these objections after which the final notification is expected to be issued soon. Sources said the entire process should be completed by the end of December to ensure it is in line with census timelines.
According to the Ministry of Interior, “Changing administrative boundaries will not be permitted between January 1, 2026 and March 31, 2027.”
The State Governments have been directed to finalize and implement all proposed boundary adjustments by December 31, 2025, and inform both the State Census Directorate and the Office of the Registrar General of India immediately.
According to the communication, the first phase of the population and housing census will begin on April 1, 2026, followed by the population census in February 2027.

Hence, all administrative and municipal boundaries, including Mohali boundaries, must be finalized by December 2025 to avoid any disruption in the census process.
