People who are out of home or out of state are concerned about the availability of Systematic Initiative for Review (SIR) forms online.
The SIR census form has been available online since Friday evening. Unlike the offline process, the online SIR system is entirely managed by the Election Commission of India (ECI), without any involvement from the Chief Executive Officer of the West Bengal office.
Voters will not need to download a form. They will click on a dedicated link on the ECI/CEO West Bengal website or ECINET app and fill the details directly.
“The links can be accessed online from last night. Online filling of the census form has been enabled,” Bengal election officials said. The site is already active. The window for filling the census forms online can be found on the new domain of the State Chief Electoral Officer’s portal, https://ceowestbengal.wb.gov.in/ and also on the Commission’s ECINET app.
Users can easily access the census form filling process online. To start the process, citizens simply need to go to the “Services” section of the portal and choose the clearly defined “Fill out Census Form” option to complete the necessary documents to check electoral rolls online.
The portal is divided into two main columns or sections: Forms and Services.
Forms section: registration and updating
This column lists all the legal forms that a citizen needs to fill out to register, delete or correct voters. Each box corresponds to a specific service:

New Voter Registration (Form 6): For citizens who are 18 years of age or older or who will turn 18 in a few months.
New Voter Registration (NRI) (Form 6A): For NRIs who are citizens of India but have not obtained citizenship of any other country.
Deletion (Form 7): Deletion of a name from an existing electoral roll (for example, due to death or change).
Correcting Entries (Form 8): To update, correct or replace EPIC (Electoral Photo Identity Card) or to mark a person with disability (PwD).

This column provides tools and facilities for voters to search, track, and obtain support.
Special Intensive Review (SIR) – 2026:
Fill out Census Form: This is the online link to fill out the form for the ongoing Special Intensive Review (SIR) exercise, which is used to update the entire electoral roll. Search for your name in Last SIR: to check current registration status.

Register a complaint/share suggestion
Track Application Status: To track the status of any submitted form (such as Form 6, 7, or 8).
Book a call with BLO: To request a call with a cabin level officer for assistance.

How to apply online (for example, to register new voters)
To apply for any of the listed services online, the user usually follows the following steps:

Login/Register: User must first click on “Log in” or “Register” (top right corner) to create an account or log in to the ECINet portal using their mobile number/email/EPIC.
Select the required form: The user clicks on the green or pink button corresponding to the required service within the Forms column. For a new voter, they will click on “Fill out Form 6”.
Fill out the form: The portal will open the digital version of the chosen form. The applicant must fill in all mandatory details, upload necessary documents (such as proof of age and address), and a photograph.
Submission and Tracking: After successfully filling out and submitting the form, the applicant will receive an acknowledgment number. They can then use the Track Order Status feature in the Services column to monitor the progress of their order until a final decision is made.

Specifically, to fill out the census form for the ongoing SIR 2026, the user must go to the Services column and click on the green button labeled “Fill out Census Form.”
Sources indicate that ECI is considering introducing Aadhaar-based authentication for offering online SIR (a feature that was not used during SIR in Bihar). Before sending, the system will ask you to authenticate.
The One Time Password (OTP) will be sent to the mobile number linked to the voter’s Aadhaar. The form is submitted after the voter enters the one-time password (OTP). After submitting, voters will still have the option to download and print a copy of the completed form. The online SIR was also launched in Bihar a few days after the offline exercise began.
