Priority, not officers who decide appointments to Chandigarh Janta Darbar Director: RTI | Chandigarh News

The RTI reply said that the appointments of Janta Darbar held by the Chandigarh Director are not determined by the officers and are as per the priority of grievance. Every Wednesday, Janta Darbar is held at the UT Secretariat to resolve public grievances.

An RTI request filed by RK Garg seeking details about the Janta Darbar operation headed by Director Gulab Chand Kataria. The RTI has also sought details of minutes of all public grievance meetings held so far under the present director along with the list of persons who were present. He also asked about the selection procedure, details of applications received at the designated email address, and list of shortlisted persons.

“It was informed that no minutes have been prepared. No appointments have been made by the officers in connection with the Janta Darbar conducted by the Chandigarh Director. However, so far, a total of eight Janta Darbars have been held, during which representations/grievances personally submitted by individuals to the Director are considered and decided. Appointment may be given to the applicant as per the priority of his grievance,” the reply said.

After the response, Garg said that the response indicated that there was no record kept, which meant that the accountability of the administration could not be fixed. “This situation makes it a sterile and pathological practice of no use to the public and eventually people will lose interest.”

“In every situation there is room for improvement and comparison. We propose to make it transparent and accountable by responding to complainants in writing like the previous management forums, which ran successfully for many years from 2008 to 2014,” he added.

During those years every resident would get all the details in RTI and the IT department had complete records and accountability, Garg said. “In fact, many residents have claimed benefits based on official documents,” he stressed, expressing hope that the UT would implement measures to make it a “public-oriented exercise.”
